Xian Yang is a Chinese businessman and Chairman of Hidili Industry International Development, a coke and raw coal mining company. He graduated from the People's Police School of Sichuan in 1994 and studied law at Southwest University of Political Science and Law from 1994 to 1997. Prior to setting up Hidili in 2000, Xian worked in the police force and customs bureau of Panzhihua in Sichuan Province, where he was awarded a "Grade Three Achievement" by the Ministry of Public Security for his service. In 2007, Hidili's shares were listed at the Hong Kong Stock Exchange and in 2019, the company raised $400 million in a debt to upgrade its mines and repay other debt.

From the end of the 1950s until the middle of the 1990s, archaeologists discovered and excavated a large numbers of Qin era sites in Xian Yang, including palaces, workshops and tombs.

Chinese Bureau of Statistics lists the urban population of the city at 316,641 (1990 Census), rising to 814,625 (2000 Census), and 835,648 in 2010 Census. Despite being a former national capital, the city suffers from extreme air pollution.
