American social scientist and federal civil servant who was one of the key Architects in the creation and expansion of the American welfare state. He served in both the Kennedy and Johnson administrations.
He first served as a research assistant for the committee responsible for drafting the Social Security Act.
He was appointed to and served in positions such as Assistant Secretary for Legislation of Health, Education, and Welfare; Under Secretary; and U.S. Secretary of Health, Education, and Welfare and was known as 'The Man Who Built Medicare' and 'Mr. Social Security' because he helped design the New Deal.
