Wilbur J. Cohen was an American social scientist and federal civil servant born on June 10, 1913 in Wisconsin. He was instrumental in the creation and expansion of the American welfare state, and served in both the Kennedy and Johnson administrations. He was a key figure in the development of the Social Security Act of 1935, Medicare and Medicaid, and the Elementary and Secondary Education Act of 1965.
