After holding office as Attorney General of Massachusetts during the mid-1960s, this Republican Party politician served two terms in the United States Senate, becoming the first popularly elected African-American to serve in the US Senate. He and Democrat Walter Mondale were the authors of the Fair Housing Act of 1968.

He graduated from both Howard University and the Boston University School of Law. After finishing his studies at the former institution, he served in the United States Army during World War II.
